Protocol changes move through several stages. Accurate reporting keeps those stages separate.
A proposal is an intention
Draft specifications and community proposals describe possible changes. They may still be revised, rejected or delayed.
A release is implementation evidence
Published software shows that code is available, while operator adoption and activation conditions determine when network behavior can change.
Activation needs observation
A scheduled height or time is a target until the network reaches it. Post-activation monitoring can reveal participation, compatibility and operational effects.
